Converting JPEG to PNG will not recover quality. The detail a JPEG discarded when it was first saved is gone, and wrapping those pixels in a lossless container cannot bring it back — it just stores the imperfect result faithfully.
That is still genuinely useful. PNG is the right destination when you are about to do repeated edits and do not want to accumulate JPEG generation loss, when you need an alpha channel to cut something out, or when a tool or platform simply refuses anything else.
