YouTube asks for a 1280 × 720 thumbnail at a 16:9 ratio, under 2 MB. The size limit is the one people hit: a high-quality PNG export of a busy thumbnail overshoots it easily, and the upload is rejected with a message that does not explain why.
This tool handles both halves. Resize to the exact dimensions, then use the quality slider and watch the reported file size until it is safely under the limit. Exporting as JPEG rather than PNG usually solves it on its own.
